Consumers, students, and enterprises use desktop browsers every day to access the internet, connecting them to information, education, and entertainment while powering critical services, from AI applications to productivity tools that impact lives and livelihoods worldwide. As integral components of the global internet economy, browsers are chosen by users for specific features and capabilities that align with their individual needs and preferences.

Despite the importance of desktop browsers, consumers face significant challenges:

  • Microsoft leverages its dominant global desktop market share to limit users’ freedom in browser choice.

  • Microsoft employs dark patterns and manipulative tactics designed to discourage alternative browser installation

  • Microsoft also locks in users by undermining interoperability through closed standards, proprietary protocols, and discriminatory APIs

  • Microsoft prevents PC manufacturers from customizing their devices to include rival browsers on even a single device, preventing niche PC offerings with compelling browser experiences from ever reaching consumers and businesses

  • Microsoft’s practices reach far beyond browsers; they risk locking users into asingle ecosystem across all their devices and services.

While regulators have focused heavily on mobile competition and default settings on smartphones, they should not overlook PCs. With hundreds of millions of PC users worldwide and browsers functioning seamlessly across platforms, what happens on Windows directly affects mobile, gaming, enterprise environments, and beyond.

The Browser Choice Alliance, a growing coalition of developers, including BrowserWorks, Google Chrome, Midori, Opera, Vivaldi, and Wavebox, calls for global action to ensure the internet remains open, innovative, and truly user-centric, and to end the tactics Microsoft has been deploying for years.
