BCA urges decisive action against Microsoft following MEPs’ concerns over Windows competition

The Browser Choice Alliance welcomes calls by the European Parliament’s Internal Market (IMCO) Committee to require Microsoft to provide “effective user choice and a fair and contestable environment for third-party providers” on its Windows PC operating system.


In its Motion for a Resolution on the enforcement of the Digital Markets Act (DMA), IMCO notes “the importance of the effective compliance by Microsoft with Article 6(3) of the DMA”; it acknowledges users’ right to “access competing services without undue friction”; and expresses well-grounded concerns about the limited “practical effects” of the changes Microsoft has purported to make so far.


This resolution sends a clear signal on the need for timely, effective and complete compliance with the DMA. Microsoft’s compliance has been belated, reluctant and partial. Without swift regulatory action, hundreds of millions of Windows PC users will continue to miss out on the DMA’s goal of freely and easily choosing which browsers and other services they use.


Against this backdrop, the Browser Choice Alliance calls for:

  • Decisive enforcement action to close Microsoft’s outstanding compliance gaps;
  • Ongoing monitoring to prevent Microsoft’s circumvention or backsliding; and
  • Designation of Microsoft Edge as a gatekeeper service under the DMA, thereby ensuring that European users benefit from a browser choice screen on Windows devices.

The Alliance—whose members include leading browser developers such as Google Chrome, Opera, Vivaldi, Midori, BrowserWorks and Wavebox—remains committed to supporting the Commission’s efforts to ensure that digital markets in Europe remain contestable, fair, and innovation-driven.


“We welcome this important step by the IMCO Committee and look forward to the European Parliament confirming this position in plenary,” said Gerardo Proaño, a spokesperson to the Browser Choice Alliance. “Effective DMA enforcement is critical to delivering meaningful user choice and restoring browser competition on Windows.”


The resolution will be voted on in a European Parliament plenary session in April 2026.
